On Feb. 13 the Snyderville Basin Planning Commission approved a 10‑lot subdivision plat for Lot 83 of the Silver Creek Village Center and forwarded a positive recommendation for the related 10‑unit townhome final site plan to the Summit County Manager.
Senior planner Jennifer Strater presented the subdivision and site plan, explaining the project meets the Silver Creek Village Development Agreement and Snyderville Basin Development Code parcel and setback standards. Service providers including fire and sewer confirmed adequate infrastructure and staff recommended commission action.
A Habitat for Humanity representative told the commission the 10 homes will be sold with deed restrictions targeting household income between roughly 30% and 80% AMI; Habitat said its recent units were mostly at or below 60% AMI and confirmed the units are for purchase. The representative also said the county sets appreciation caps for deed‑restricted sales and indicated a 3% appreciation cap will apply to these homes.
Commissioners held a public hearing (no in‑person speakers) and after commissioner clarifying questions voted to approve the final subdivision plat and later to forward a positive recommendation to the county manager for the final site plan; both votes were unanimous, 7‑0. Staff noted that a workforce‑housing agreement will be recorded when the plat and final site plan are recorded.
The commission thanked Habitat and staff; Habitat said a groundbreaking invitation will follow. The county manager will review the commission’s recommendation and issue a final land‑use decision regarding the final site plan.
