Council members asked whether the policy would require designated sleep periods; staff said the eight‑hour sleep period reference was removed but that the district's approach aligns with applicable federal rules.
Counsel and staff clarified the practical effect for suppression personnel: an averaging practice that smooths pay so that some pay periods reflect fewer hours and others more, and an automatic six hours of overtime averaged per pay period to stabilize pay, subject to individual circumstances such as vacation or PTO.
After a brief exchange about implementation and HR oversight (county HR David Warnock was named as the HR contact), Council Member Kenneth moved and Council Member Tanya seconded the amendment to change all part‑time suppression references from 7–7 to 8–8; the motion carried unanimously.
Council members thanked fire staff and emphasized the changes were intended to maintain coverage while simplifying schedules for multiple‑employer firefighters.
