The Snyderville Basin Planning Commission voted unanimously to approve a conditional use permit for a pocket park in the Silver Creek Village Center at their brief virtual meeting.
Senior planner Jennifer Strader told the commission the application (project 203019) requests construction of a pocket park on a lot within the Elk Springs subdivision. Strader said the recorded development agreement for Silver Creek Village (recorded Feb. 2015) requires construction of pocket parks in specified locations, lists required elements — "lawn area, benches, shade trees, dog waste stations and trash and recycling containers" — and requires the park to be completed within 24 months of the subdivision's recordation (she said the subdivision was recorded in September 2021). She also said the Silver Creek Village Design Review Committee reviewed and approved the park plans in January.
Commissioner Thomas Cook asked whether a weed barrier would be installed beneath the cobble-rock planting area; Strader replied that a weed barrier "is required." With no public comments and no substantive conditions beyond the staff report, Commissioner Diane moved to approve the conditional use permit "based on conclusions of law, findings of fact and the conditions set forth in the staff report," a motion that was seconded and passed on a roll-call vote.
Votes at a glance

Why it matters
The approval advances a park that staff say is required under the Silver Creek Village development agreement and that the village's DRC has already reviewed. The park's features and a requirement for timely completion were cited as conditions in staff materials. The DRC’s earlier review and the staff recommendation shortened debate; the commission’s discussion centered on construction details such as weed control and specification compliance.
What’s next
Staff said they will follow up with final implementation steps and coordinate with the applicant and the DRC on construction timing. The commission scheduled a longer meeting on May 23 to address additional agenda items, including a continuation of the Lower Silver Creek work session.
