Resident presses council for enforcement clarity after neighbor parks a 45‑foot advertising‑wrapped RV on right‑of‑way

During the public‑comment period, resident Wendy Wolf asked the Summit County Council for a clear, enforceable definition of 'street parking' and whether long‑term storage of vehicles (boats, RVs) and off‑premise advertising are allowed in county right‑of‑way. Wolf said a neighbor had parked a 45‑foot trailer, wrapped in advertising for a business, on a paved shoulder in Highland Estates for several months and that previous inquiries to the sheriff and code enforcement had not yielded a resolution.

Wolf noted the county code provision that prohibits leaving a vehicle on the street for more than 72 consecutive hours and asked how that rule applies to shoulder parking or to paved strips inside the county right‑of‑way. She also asked whether billboards or off‑premise advertising signs are permitted in residential neighborhoods. Council members asked for photographic evidence and for the planning department and county attorney to coordinate a response. The council directed the civil chief deputy to coordinate a follow‑up conversation between the county attorney's office and planning/code enforcement, and asked Wolf to email photos and contact information so staff could investigate and determine whether code enforcement action is appropriate.

No formal enforcement action was taken at the meeting; staff committed to follow up with the resident and to review whether the vehicle's placement and signage violate county code.
