Council opened with a brief ribbon-cutting for a new Summit County Library outdoor materials locker at Kimball Junction, then heard a 30‑minute library presentation from Dan, a Summit County Library representative. Dan said the system now includes three branches (Kimball Junction, Camas Valley and Colgrove), a bookmobile and three materials lockers: the long‑running Henifer locker and two new outdoor lockers at Kimball Junction and Camas.
Dan told council the Henifer locker, operating for nearly five years, saved some patrons about a 20‑mile round trip to return materials and was funded by a grant. "We are the first library in Utah to offer a materials locker like this," he said, and described the Kimball Junction locker as approaching the usage level of the Henifer unit within its first months (nearing 100 checkouts in January).
Beyond lockers, the library described several innovations: an Open Plus program at the Colville branch that allows registered patrons to enter the building during designated hours without staff on site; an upcoming Sunday‑hours pilot (Sundays, 10 a.m.–2 p.m. in March–April) to collect usage data; expanded wireless printing and boosted Wi‑Fi that extends into parking lots; circulating mobile hotspots; a "Library of Things" loaning nontraditional items (for example, pickleball kits and streaming devices); and a monthly virtual author series offered through a consortium partnership.
Dan said staff will use door counters, public‑computer logs, Wi‑Fi metrics and checkout data to evaluate the Sunday pilot and report back to the budget committee and council. He thanked the council for grant support and concluded by noting the library’s outreach work with schools and community partners.
The council thanked library staff and board members in attendance. No formal action was taken; items raised will inform staff follow‑up and future budget discussions.
