Council approves code update on liens, PennDOT agreements, lighting aid request and several administrative motions

At its meeting, the Lock Haven City Council approved several formal actions by roll call:

• Ordinance 2023‑01 (update to city code concerning liens): The city solicitor recommended broadening an existing 2018 provision (previously limited to water) so the city may place liens for additional municipal costs and recover legal fees from property owners who create the condition. Council discussed the ordinance as a user‑fee mechanism to cover costs rather than a revenue source and voted to adopt the ordinance as presented.

• Resolution 2023‑02 (PennDOT 'Agility' agreement): Council approved a cooperative agreement under which PennDOT and the city will provide mutual services (for example, use of crack‑sealing equipment and coordinated maintenance activities).

• Resolution 2023‑03 (annual highway lighting cost share): Council approved a request that the county provide its customary 25% share for highway lighting aid.

• Authorization to solicit bids for 2023 levy relief well testing: Staff explained the testing is required every five years and must confirm relief wells meet capacity thresholds (an 80% capacity standard); council authorized solicitation of bids.

All four actions were moved, seconded and approved in the meeting record. Council also approved routine appointments to boards, authorities and commissions and an invoice motion that carried on voice vote.
