The Lock Haven City Council adopted Ordinance 2023-01 on second reading Feb. 10, expanding the cityollection procedures and allowing attorney fees to be added to amounts collected across all departments rather than only for unpaid water payments.
Staff said the change would "blanket" the policy so it applies to all departments and fees, not just the water system. Council moved, seconded and voted to approve the ordinance on second reading; council members voiced no substantive opposition during the recorded vote.
Councilors asked procedural questions about the reading and confirmed the ordinance was now adopted and in effect as of the council vote. Staff did not provide an estimated fiscal impact at the meeting; implementation steps and any updates to billing notices were delegated to administration and city legal staff to ensure compliance with existing collection policy.
