Council asks Lock Haven EMS for financial records before approving donation; mayor to meet with UPMC CEO about hospital plans

Council returned to a previously raised request from Lock Haven EMS for a municipal donation. Staff said Lock Haven EMS had not provided the standard financial documents the city requires (balance sheet and audited profit and loss) and recommended council wait for those materials before deciding whether to allocate funds from a $10,000 contingency donation line.

Council members agreed that the city needs the same due‑diligence materials it requests from other organizations before approving donations. The city manager said he had emailed the EMS for the requested documents and would expect a response before further action.

Separately, council discussed recent announcements involving UPMC and the local hospital property. The mayor said Robert Reynolds, the UPMC facility CEO, contacted him and scheduled a meeting to review the organization’s plans; the mayor said he will report back to council after that meeting.

No votes were taken on donations or hospital matters at the meeting; council asked staff to notify members when the EMS financial documents arrive and to provide a report after the mayor’s meeting with UPMC leadership.
