- Approved Wings Over Piper RC flying event at Piper Memorial Airport for the coming season after a resident presentation and motion on the floor.
- Approved use of Penny Park softball fields by the Clinton County Men's Sunday League from April through August, with the league providing maintenance and proof of liability insurance.
- Adopted Resolution 2023-13 to reverse the signature order on the city's agility agreement (the underlying agreement unchanged).
- Awarded on-call aviation engineering services for Piper Memorial Airport to McFarland Johnson based on the RFP review team's recommendation.
- Awarded Phase 2 engineering services (ARPA-funded) to Glendalton and Foreman; staff cited familiarity with the project.
- Authorized Concord Public Finance to solicit bids for the 2023 A and B series financing to cover water-system improvements, well-field easements and bridge replacements; Concord will report back with recommendations at the second May meeting.
- Deferred authorization for the city manager to sign paperwork to enter into an agreement with BWA pending legal review.
