Council authorizes application for state financing toward new police building

City staff presented Resolution 2023-32, which authorizes an application to the Commonwealth Financing Authority's local share/statewide program for $1,000,000 toward a proposed new police building. Staff said the city's estimated project cost is $2.6 million to $3.0 million; the requested $1,000,000 would combine with a proposed $1,000,000 through Senator Casey's appropriations and a budget line item if awarded.

Staff noted there is no match requirement for the CFA program and the application deadline was stated as Nov. 30. The council voted to authorize submission; roll-call recorded a majority "yes" vote while the mayor recorded a "no." Council discussed that awarding the CFA funds remains contingent on external approvals and future budget actions.

Next steps: Staff will submit the application on behalf of the city and will report back on award status and required budget actions if funds are awarded.
