Middletown Township’s Board of Supervisors voted to approve a conditional use application allowing Cirque/Circ Entertainment to host a temporary four‑day circus at the Oxford Valley Mall property, 2300 Lincoln Highway, from Aug. 17–20, 2023.
Solicitor/Planner Griffin opened the hearing and entered the applicant’s packet into evidence, including the conditional use application, a site plan showing tent layout and parking, and proof of legal advertising and posting. Griffin identified the zoning provisions governing temporary community events and asked whether anyone sought party status; none was recorded.
Applicant representative Jose Estagia described logistics: an 18‑hour setup starting the day before the first performance, a published schedule of shows across Thursday–Sunday and an estimated 7–8 hour takedown after the final performance. Estagia told the board his team had submitted permits to the Building and Zoning Department and staff said permits were signed off that day so inspections could occur during staging. The applicant also confirmed an escrow for police, fire and emergency services would be held.
With no additional public comment, a board member moved approval, the motion was seconded, and Chairperson Payne called for a voice vote. The board approved the conditional use application by unanimous voice vote.
The approval allows the applicant to proceed with the temporary event subject to conditions set by the township’s permit and inspection process.
