Middletown Township supervisors adopted the township’s multimodal improvement plan (resolution 23‑33) at their Dec. 11 meeting following a final presentation from the consultant team.
Consultant Mr. Collins said the plan grew from a 12‑month process that included three public meetings, 287 survey responses and nine key‑person interviews. The study maps priorities in 12 contiguous areas, shows photo simulations of potential pedestrian and bicycle improvements, and provides itemized, updatable cost estimates for each area.
Mr. Collins described the project toolbox—ranging from standard sidewalks to major structures such as pedestrian bridges—and stressed that the $27,600,000 figure is a planning‑level total that would be phased and pursued as funding becomes available. "These costs will not be all at once," he said, noting that projects can be mixed and matched to fit grant opportunities and private redevelopment partnerships.
Staff said the plan is intended to help the township leverage capital dollars and match grant programs (PennDOT, county and SEPTA projects were noted as potential partners). The board voted to adopt the plan by voice vote, 5–0.
Next steps listed by staff include publishing the final plan, using the plan to inform grant applications and coordinating with county and state agencies as projects are developed and prioritized.
