Middletown Township supervisors voted unanimously to award a contract to Scott Building Corporation for signalization and road improvements at the Swift–Woodburn Road intersection.
Assistant Township Manager Valla and traffic engineer Phil Wurster told the board that the location met signal warrants and that supply‑chain and labor pressures have pushed costs above the 2022 budgeted amount of $600,000. The low bid was $937,886. Township staff explored whether in‑house work could lower costs and considered rebidding, but engineers said bids are unlikely to decline and delay could prolong safety risks at a congested intersection. The board voted 5–0 to accept the low bid and proceed.
The project includes signal equipment and related roadway improvements. Timing, procurement and construction schedule will be coordinated with the township’s signal contractor and PennDOT as required.
