Middletown supervisors approve consent items, land-use changes and personnel actions; reject Country Club bids

MIDDLETOWN TOWNSHIP — The Middletown Township Board of Supervisors on Nov. 14 approved a slate of routine and substantive actions, including an amended consent agenda, a lot-line change approval, two accepted resignations, settlement of a zoning appeal, and the rejection of bids for the Middletown Country Club pathway project.

Consent agenda: The board moved and later amended the consent agenda after a member of the public corrected the value of change order #1 for the 2022 road program to $35,567.70. With that correction included, the consent agenda — which listed payment of bills in the amount of $1,785,920.95 and several road program payments, grant-application authorizations and releases — was approved unanimously (carried 5-0).

Lot-line change (727 Linden Ave.): Attorney Ryan Gallagher represented the applicant and described a proposal to consolidate three lots into two to facilitate a sale; the board approved the lot-line change (SLD #202-08) with standard conditions, including full compliance with the Middletown Township subdivision and zoning ordinances and resolution of outstanding review comments (motion carried 5-0).

Country Club pathway bids: Township engineer Mister Kessler reported the two bids received for the Middletown Country Club pathway project did not meet the township’s RCO requirements and the low bid exceeded the township estimate; the board voted to reject all bids opened Nov. 7, 2022, and directed staff to work with the country club and procurement staff on next steps (motion carried 5-0).

Resignations and zoning settlement: The board accepted Sally Miller's resignation from the Citizens Traffic Commission and Charles Alfonso's resignation from the Human Relations Commission (both carried 5-0). In a separate matter, the board approved a settlement in the zoning appeal of Richard Coleman by granting variances to confirm existing nonconformities for a downsized single-family residence (motion carried 5-0).

All motions were recorded on the meeting record and carried by unanimous votes where indicated. Several items were procedural or consent items; the lot-line change and the zoning appeal resulted from applicants’ revisions and negotiations with township staff. The board closed the meeting after brief remarks and a motion to adjourn.
