Rising Sun names election judges and reappoints ethics board members

The Town of Rising Sun on Aug. 10 moved to fill election‑year positions and maintain continuity on its Ethics Board.

By voice vote commissioners approved Resolution 2021-07 to appoint a three‑member Board of Election Judges plus an alternate to serve through March 2023. The resolution named Steven Miller, Joanne Osborne, Bernice Fogle and Sheila Moore; the town manager said past candidates were contacted and some declined, prompting two new members on this slate. The board approved the appointments 4–0.

Commissioners then considered Resolution 2021-08 to reappoint Dave Fox and Charles (Chip) Slabaugh to the town’s three‑member Ethics Board, with terms extending to June 30, 2024 and June 30, 2023, respectively. The town administrator explained the shorter two‑year term for Slabaugh preserves staggered terms; the commission approved the reappointments by unanimous voice vote.

A resident on the virtual line, Tom Goble, indicated he had no comment when called. The town manager reiterated that the town maintains a three‑member ethics board and noted the third member, Andrew Schneider, has a term expiring in 2022. The appointment actions were procedural and intended to ensure election oversight and governance continuity ahead of the October election.
