The Town of Rising Sun voted April 26 to submit a declaration of interest to the Maryland Department of Housing and Community Development (DHCD) for a shared 'circuit rider' grant writer position in partnership with the town of Perryville.
Town Administrator described the program as DHCD-funded support that would place a dedicated staffer to seek and write grants on behalf of participating towns. He said the declaration of interest is a preliminary step to enter the selection process and that a later resolution—expected by June 3—would be required to commit formally. Administrator and Perryville’s town administrator staffers told the board they currently anticipate no immediate out-of-pocket expense but recommended budgeting $10,000–$15,000 as a conservative contingency if local matching or in-kind costs are required (in-kind support could include office space and equipment).
A commissioner moved to submit the declaration of intent and the measure passed by voice vote. Staff will return with more detailed budget information and a proposed resolution if the town is selected for the program.
