Rising Sun to launch rental registration and inspections Jan. 3; officials emphasize life‑safety standards

Rising Sun officials said the town will begin a rental registration and inspection program on Jan. 3 that emphasizes life‑safety conditions rather than cosmetic standards.

The town administrator told the board that landlords have been notified and that the program likely will take "at least 6 months or more to get all the properties registered and inspected." He said inspectors will focus on issues such as functioning outlets, required GFI devices, and smoke detectors rather than carpeting or paint. "We're not really interested in the aesthetics ... we're worried about the life safety issues," he said.

The administrator also said tenants will share responsibility for interior upkeep and that the town has begun enforcing property maintenance matters more proactively since hiring a code enforcement officer earlier in the year, producing increased compliance on issues like high grass and sidewalk hazards.

No enforcement deadlines or fines were specified at the meeting; officials said they will proceed with registration and inspections and follow up with landlords and tenants as the program is implemented.
