Rising Sun’s Mayor and Commissioners voted May 20 to award the residential trash and recycling contract to Republic Services after staff presented competing bids that ranged widely in price.
Town Administrator Calvin A. Bonneberg Jr. told the board the town’s current annual cost for trash and recycling collection was $173,856. When the service was put out to bid, one initial submission (Trash Tech) came back at $513,270 annually; other bids included Waste Management at an estimated $329,875 for one year and Patriot at an estimated $305,006 (a four‑year lock) with no escalation. Republic Services offered the lowest four‑year estimate, $241,324 annually with a 5% annual escalation, and staff recommended Republic based on per‑collection price, low projected increase and overall lowest annual cost across the bid period.
Commissioners moved and approved Resolution 2023‑06 to enter a contract with Republic Services pending final contract approval by the town attorney. Commissioners confirmed the contract will include new trash and recycling carts for every household. Calvin warned the board that bid increases could have significant budget implications and noted the town balances its budget with a small surplus each year.
Next steps: Town Administrator to finalize contract language with the town attorney and execute the agreement; new service schedule (trash Tuesdays, recycling Thursdays) and distribution of new carts will follow the contract transition.
