Crockett City Council voted to award professional services contracts to top-ranked firms for two Texas Water Development Board State Revolving Fund projects: a wastewater treatment-plant rebuild and a drinking-water well and transmission-main project.
City staff presented scoring results for bids, saying they received proposals from Bracewell and Norton Rose Fulbright for legal/bond-counsel services, US Capital Advisors for financial advising, and several engineering firms including KSA, SPI and HR Green. For the wastewater SRF project staff recommended awarding bond counsel to Bracewell, financial advisor to US Capital Advisors, and engineering to KSA Engineering.
On a motion and voice vote the council approved the recommended top firms for the wastewater project. Staff later presented the companion procurement for the drinking-water SRF project (well drilling, a transmission main and treatment facilities) and the council again approved awarding the top-ranked firms recommended by staff.
Councilors did not state contract dollar amounts or detailed scopes during the meeting; staff said the projects include a north plant rebuild for wastewater and a new well and transmission main to connect ground storage for drinking water. Council directed staff to proceed with contract awards and related procurement paperwork.
Next steps: staff will finalize agreements and proceed with project implementation steps required by the Texas Water Development Board SRF programs.
