Council opened and closed a public hearing for Rutilio Lopez Garcia’s request to place a mobile home at a Crockett property identified by the Houston County Appraisal District. Staff said the Planning & Zoning Commission recommended approval; no public opposition spoke and council approved the permit by voice vote.
For Case Craycraft’s request to allow C-3 vertical mixed commercial and residential use at 101 South Fourth Street, staff told council that Planning & Zoning recommended approval with conditions: the first floor must remain a revenue-generating commercial use open to the public, and ownership changes should be brought to planning staff. Council raised parking concerns and discussed limiting residential parking in high-traffic storefront areas, with code enforcement designated to monitor compliance. The council approved the permit by voice vote.
Council also heard a public hearing for Albert Johnson’s proposed private all-sports lounge at 917 South Fourth Street. Staff said Planning & Zoning conditioned approval on adequate overflow parking and provided letters from nearby property owners offering parking. A supporter, Sarah Davis, spoke in favor and said Johnson "uses the funds that he get to, help do a lot of charity charitable things for our community" and that he will pay taxes; she identified herself as Sarah Davis. The council approved permits for Albert Johnson and for Edward Johnson (a separate request) by voice votes.
