Crockett council approves zoning change, hazard plan, budget amendments and several routine items

Crockett's city council approved multiple routine and substantive items during its August meeting, including a zoning change, hazard plan adoption, budget amendments and contract awards.

Zoning: Council approved a request from Josh and Ashley Crabtree to rezone property at 406 East Bonham Street from C2 (commercial) to R3 (multifamily residential). Staff told the council the Planning & Zoning Commission recommended the change by a 3–0 vote and that no one spoke against the rezoning during the P&Z hearing or the council public hearing. A council member moved approval and the motion carried.

Hazard Mitigation Plan: The council adopted the City of Crockett's five-year Hazard Mitigation Plan, which staff said had been developed over about eight months with Houston County emergency management and was approved by FEMA and the Texas Division of Emergency Management (TDEM). The plan identifies priorities including storm sirens and is required for certain mitigation grant eligibility.

Budget amendments and procurement: Staff presented amendments to the fiscal-year 2022 budget to reflect unexpected revenue and grant receipts, adjustments to police and fire salary lines and utility repairs. Council approved the amendments.

Grants and contracts: Council awarded administrative services for the 2023 Community Development Block Grant (CDBG) program administered by the Texas Department of Agriculture to Trailer and Associates after the scoring committee reviewed three sealed bids.

Appointments and events: Council reappointed David Tyre and Greg Simon to the Planning & Zoning Commission, approved a temporary state right-of-way closure with TxDOT for the "Christmas in Crockett" event, and discussed priority streets for the FY2023 street-repair program (council and staff identified Eighth Street, Red Bud, Willow/Wilson and others as initial priorities). The State Infrastructure Bank (SIB) project is expected to address MLK and Gray Street and construction is anticipated in the second quarter of 2023.
