Crockett amends trash code to require bagging, clarifies contractor services and adjusts commercial rates

The Crockett City Council approved an ordinance updating chapter 10 of the city code to require that loose refuse and kitchen garbage be placed inside garbage bags and to codify certain elements of the city’s contract with its hauler, Pineywoods (previously referenced service provider). Staff said the amendments mainly clarify existing contract terms—such as curbside pickup of up to two large items during regular route service and allowing up to three extra bags on occasion—and aim to inform residents of services already available.

Staff told the council the bagging requirement was already in the contract but had not been consistently publicized; the ordinance language was presented to ensure the code and public information align with the contract. Staff also said commercial dumpster services were adjusted by 6% as part of the rate changes discussed during budget preparation.

Council members questioned mechanics in the contract that allow up to 3% CPI increases annually and whether a 6% adjustment represented two years of increases being applied at once because a contractual increase was deferred. Staff responded that the contractor has the ability to impose annual adjustments up to 3% and that council’s action does not retroactively bill customers for amounts deferred in prior years.
