Crockett council approves grant‑writer procurement and HMGP application; motions carry

At its meeting, the City of Crockett council approved three grant‑related resolutions and moved to authorize staff to pursue those applications.

1) CDBG downtown revitalization: Staff said the procurement produced a single respondent, Trailer and Associates, to prepare an application to the Texas Department of Agriculture’s (TDA) Community Development Block Grant (CDBG) program (maximum award up to $500,000; typical match 10%, with full points at 15% match). A motion to approve Trailer and Associates was made, seconded and the motion carried.

2) TDA FAST (fire/ambulance and service truck): Staff recommended pursuing the FAST program to replace an aging 1994 fire truck. The FAST grant can be as large as $750,000 with a 10% match; staff said they received one procurement response (Trailer and Associates) to assist. Council moved, seconded and approved selecting the grant-writer to pursue the FAST application.

3) Hazard Mitigation Grant Program (HMGP) DR‑4485: Staff sought authorization to submit two projects under DR‑4485 — installation of tornado/early‑warning sirens and repairs to historic storm creeks that contribute to flood risk. Staff cited a combined project cost of approximately $839,250 with a local share of $93,250. Council approved the resolution authorizing the mayor and city manager to act for HMGP submission.

Votes recorded at the meeting were taken by voice; the minutes show "motion carries" after each approval. The council did not vote on the economic‑development board appointment (the nomination died for lack of a motion).
