Crockett council approves KSA Engineers contract for $3.4M water-main project funded by TWDB SRF

The Crockett City Council approved an agreement with KSA Engineers, INC for professional engineering services to replace water mains on East Houston Avenue and East Goliad Avenue.

Speaker 5, addressing the council, described the project as part of the Texas Water Development Board's Drinking Water State Revolving Fund program. Speaker 5 said KSA had assisted the city with the SRF application and that the financing package included a roughly 50% loan forgiveness component and a 0% interest loan for the remaining amount. "So right at $1,700,000 of grant money and $1,700,000 of a 0% interest loan will be this project," Speaker 5 said.

Staff said KSA was the only firm that submitted a proposal in response to the city's RFQ and that the council had previously awarded the bid; the meeting sought approval of the contract so KSA could proceed with engineering services. Speaker 1 moved to approve the contract; the motion was seconded and the chair announced the motion carried.

The council record in this meeting does not include a roll-call tally of votes. The SRF financing terms as described in the meeting indicate a combined project value of about $3.4 million, with approximately half provided as forgiveness or grant-like funding and half as a 0% loan. The council approved the contract; subsequent project work, invoices and disbursements will proceed under the terms of the contract and SRF program rules.
