City planning staff presented proposed amendments to the Village 7 specific plan and an accompanying CEQA addendum during a public hearing on May 8.
Assistant planner Mikayla Noble said the amendment adjusts land‑use designations across the approximately 700‑acre Village 7 plan area, consolidates some park sites, updates open‑space boundaries to reflect agency easements and does not change the previously approved total dwelling‑unit count. Consultant Kevin Valente told the council the addendum concluded the changes are “minor technical changes” that would not alter the environmental conclusions in the certified 2010 EIR and therefore do not require a subsequent EIR under CEQA.
A member of the public, Michael Garabedian, asked whether residential development would be sited close to the city’s wastewater treatment plant and raised questions about financing using Mello‑Roos and other bond programs. Planning staff and the consultant responded that the plan retains open‑space buffers and that much backbone infrastructure typically uses programs such as BOND/SCIP (as described) and that existing permits and mitigation would apply. Phil Rodriguez, representing the applicant, was present and staff noted that a development agreement with "Lincoln Land Holdings LLC" was executed in August 2023 to cover portions of the Village 7 acreage.
Council members debated the conversion of a mixed‑use parcel to residential and several expressed regret at the loss of a potential grocery‑scale village commercial site but agreed staff’s analysis showed the commercial parcel had become marginal in feasibility due to nearby competing retail centers. After discussion, the council moved to adopt the CEQA addendum, approve the specific plan amendments and introduce and waive first reading of the ordinance amending the Village 7 general development plan; the motion carried on a unanimous roll‑call vote.
Why it matters: The amendments tweak land‑use designations to respond to market conditions while keeping the overall development envelope and unit total intact; council and residents noted tradeoffs between commercial amenities and housing choices as the area develops.
