Artist proposes 'Tres Artistas' sculpture outside Lincoln Art League; council hears questions about relocation and maintenance

An artist who identified himself as Mr. Phillips described a proposal to install three vertical steel sculptures in front of the Lincoln Art League building, saying the pieces would be set on concrete bases and include ceramic elements on both faces.

Mr. Phillips told the City Council the sculptures would be about 6 feet tall and set on concrete bases that extend 1 foot into and out of the ground. He said the steel would be allowed to rust intentionally and that he likely would apply a rust accelerator "to get it to rust a little bit," adding, "I do not plan on clear coating it." He described the work as collaborative, noting partnerships with a local welder and the Art League.

Council members asked whether the ceramic treatment would be visible from both the sidewalk and the Art League-side walkway; Mr. Phillips said the ceramic elements would appear on both sides so the pieces are visible from both approaches. Members also raised concerns about the permanence of placing art on a site that could be needed for future city development: one council member asked whether the sculptures could be relocated if the city later reclaimed the property for a parking structure. Mr. Phillips said the sculptures themselves could be moved but the concrete bases "might be a little bit of a trick to move."

No formal action was taken this evening on the installation; the presentation served as an informational item and opportunity for council questions. The council did not vote on permits, funding or placement specifics tonight, and staff indicated future steps would include any required follow-up with the Art League about installation details and logistics.
