Later in the public-comment period, a resident identified in the transcript as Deborah Gilchrist delivered an extended statement saying she had waited 16 months for city assistance with property and code-enforcement matters. Gilchrist described three incidents she said were not adequately addressed and said she received a rejection of a claim on April 3.
In response, the City Attorney said the city had been served with a summons and complaint filed by Gilchrist's attorney, Jamille White of the Lewis White Firm in Roseville, and read the court case number into the record as "case number SCV0052085." The City Attorney said the filing date was Jan. 30/31, 2024; the Placer County Superior Court scheduled a case-management conference for June 10, and the city had filed its responsive pleading. A councilmember who said she met with Gilchrist in December described meeting details and follow-up with staff. Council reminded the public that pending litigation limits what the city can discuss in open session.
