Clear Lake council approves street-improvement contracts, land sale and JPA appointment

At its April 6 meeting the Clear Lake City Council unanimously approved a package of routine business items: two public-works contracts with Argonaut Constructors, a surplus-land sale to an adjoining property owner and an appointment to the Lake County Recreation Agency JPA.

Staff said the city solicited bids for the Eighteenth Avenue improvement project and received multiple responses; Argonaut Constructors was identified in the presentation as the lowest responsible bidder. The staff recommendation asked the council to authorize the city manager to execute the construction contract and approve up to 10% in contingency amendments. Council moved to approve the contract and the motion passed unanimously.

Council also approved an Argonaut Constructors contract for the Dam Road Extension / South Center Drive improvement project for $989,009.85, with funding identified from the Caltrans Active Transportation Program (Safe Routes to School) grant. Staff confirmed curb and sidewalk would be included on both sides of the project corridor. The council approved the recommended contract and authorized the city manager to sign with up to a 10% contingency.

The council authorized sale of a small surplus parcel described in staff materials as located at 1617830 Fifth Avenue for $6,950, with the buyer responsible for associated fees; council approved the sale on a motion and second.

Finally, the council appointed Council member Kramer as the alternate member to the Lake County Recreation Agency Joint Powers Authority board after a motion, second and unanimous vote.

The consent agenda was approved earlier in the meeting without public pulls. All votes reported during these business items were unanimous.
