Clearlake council adopts updated California building standards and international codes

Clearlake — The City Council held a public hearing and voted unanimously to adopt by reference the 2022 California Building Standards Codes (CBSC) and related 2021 international building, residential and fire codes.

City staff summarized the adoption process for the second reading and explained that while some jurisdictions are moving toward all‑electric requirements, the adopted code in Clearlake requires new construction to include electric hookups and battery readiness to allow conversion, rather than mandating all‑electric appliances. "The code does not require that, but it does require new construction have hookups," staff said.

After no public comment, a councilmember moved to adopt Resolution CC2022-669 and Ordinance No. 267-2023 as described. The motion passed unanimously.

Council and staff noted that the code update is part of regular state code cycles and that some sections address greenhouse gas reduction measures focused on electrification readiness. The council did not identify local exceptions beyond the standard adoption-by-reference process and will continue to enforce state requirements as applicable.
