Clearlake affirms $29,383.90 in abatement assessments for three properties

The Clearlake City Council voted unanimously to confirm special assessments totaling $29,383.90 to recoup city costs for abating nuisances at three properties.

During a staff presentation, Mr. Lambert said the total assessment amount is $29,383.90 and provided a property‑by‑property breakdown: Palermo Drive LLC at 14095 Villa Way, $14,740; Anthony Lintiaco at 14101 Villa Way, $13,540; and the estate of Frank Willis at 14775 Highlands Way, $1,103.90.

Lambert explained that courts issued inspection and abatement warrants for the first two properties and that the city contracted with Resource Environmental, Inc., to perform those abatements. The third property — a red‑tagged single‑wide mobile home linked by staff to repeated criminal activity — was subject to a summary abatement to clear an immediate hazard. "The summary abatement basically only clears the emergency situation," Lambert said, adding that the city intends to pursue demolition as a longer‑term remedy where legally allowed.

No members of the public spoke in opposition during the hearing. Councilman Kramer moved to adopt resolution 2022‑65; Councilman Claffey seconded and the council approved the resolution by unanimous roll call.

The resolution directs the city to place the confirmed assessments as liens against the subject properties pursuant to Chapter 10 of the Clearlake municipal code and the procedures described in the staff report. Property owners were invoiced for the abatement costs and had not remitted payment before the hearing.
