Clearlake selects BKF for Lakeshore Drive design, approves $450,000 contract for phases 1–2

Clearlake — The City Council authorized a design contract with BKF Engineering to advance a multi-phase Lakeshore Drive corridor project aimed at improving pedestrian and bicycle access, wayfinding and downtown aesthetics.

Director Young presented the background: earlier corridor planning documents and community engagement work guided the solicitation; BKF was selected for its multidisciplinary team and willingness to incorporate previous plans. The contract approved covers stage 1 (concept refinement and streetscape options) and stage 2 (surveying and 30% design and cost estimate). Staff said BKF will also provide grant-writing services to pursue construction funding for later phases.

Councilmembers disclosed personal property interests along Lakeshore Drive; City Attorney Jones advised that the holdings did not meet the threshold for recusal. Kramer moved and Vice Mayor Purdock seconded a motion to authorize the city manager to execute the Lakeshore Drive design contract for phases 1 and 2, not to exceed $450,000. Council voted unanimously.

Staff said the project will continue public outreach and coordination with businesses and that phase 3 (final construction documents) may be completed later as funding becomes available. Council emphasized the need for strong public communication and for showing project maps and staging to residents as the design proceeds.
