Clearlake approves $923,221 roadway contract for Second and Modoc to Granite Construction

The Clearlake City Council voted May 5 to award a $923,221.75 contract to Granite Construction for the Second and Modoc roadway improvement project and authorized the city manager to approve up to 10% in additional unforeseen contract amendments.

Staff described a fast, truncated rebid after an initial round produced only one successful bidder. The engineer’s estimate for the project was about $1,000,000; after rebid three qualified bids were received and Granite Construction submitted the low bid of $923,221.75, approximately $75,000 below the estimate. Staff recommended awarding the contract with the usual contingency authorization to permit minor changes without returning to council.

A resident, Margaret Garcia, asked where funding for the Modoc improvement would come from; staff said the project is primarily funded by Measure V, a special 1% local sales tax for roads maintenance, with potential supplemental gas-tax funds. Councilman Kramer moved to approve the award and the city authorized the contract by voice vote.

Staff noted potential operational impacts such as increased patrol needs on newly improved roads and said the schedule was moving forward after the rebid.
