Clearlake council unanimously rejects bids for Second and Modoc Road project, directs staff to rebid

Clearlake City Council on Tuesday voted unanimously to reject two bids for the Second and Modoc Road improvement project and authorized staff to rebid the work to preserve state SB 1 funding.

Adeline Brown, the city’s public works projects supervisor, told council members the city received two bids: Granite Construction for $871,427.50 and Argonaut Constructors for $986,669. Brown recommended rejecting all bids and rebidding the project so the city can meet a May 13 award deadline tied to SB 1 funding.

Mr. Flora, speaking for staff, said the low bidder failed to include required bid documents and that the city could instead award to the higher bidder but expects to save about $100,000 by rebidding. When asked for the engineer’s estimate, staff said the estimate was higher than both bid amounts but did not provide a specific figure at the meeting.

Council member Kramer moved to reject the bids and authorize staff to rebid the project; Council member Overton seconded. The motion passed unanimously. The council did not receive any public comment on the item.

The next step, as stated by staff, is to rebid the project and attempt to complete award before the May 13 deadline to avoid losing SB 1 funding. No new award was made during the meeting and no additional conditions or amendments to the motion were recorded.
