Clear Lake council approves road-closure extension, moves ahead on CDBG grants and emergency-supply storage planning

At its Jan. 6 meeting the Clear Lake City Council approved several routine and programmatic actions, including a unanimous extension of road closures in a remote area to deter dumping and illegal uses, authorization to pursue Community Development Block Grant (CDBG) program-income applications, and discussion of an enlarged emergency-supplies storage building at the community center.

Public Works staff described the Kobe desert-area closure as a continued response to dumping and unsafe activity and asked the council to extend the closure for an additional 18 months while cleanup and long-term solutions are developed. The council voted 5–0 to continue the closure and authorized cleanup work (clerk announcement, SEG 2722-2724).

On housing and parks funding, staff said the city has identified roughly $500,000 in CDBG program income and presented two proposed projects: a senior-community rehabilitation project (estimated not to exceed $200,000) and Redbud Park facility and safety improvements (estimated not to exceed $300,000). Council members moved to adopt the related resolutions and directed staff to complete the required application steps.

Council also discussed enlarging an emergency-supply and distribution building near the community center so donated supplies and locally held items would be stored closer to the shelter site. Council members and residents debated site selection, distribution logistics and whether a master plan for the property would better guide future improvements. One council member urged a master plan for the property to coordinate parks, walkways and shelter functions; another noted donated funds from a local credit union are conditional on constructing storage at the site.

Administrative housekeeping included confirmation of committee and agency representative assignments; clerks recorded unanimous votes on those appointments. The council then heard brief manager and council reports and moved toward adjournment.

Next steps: Public Works will proceed with the closure extension and cleanup scheduling; city staff will finalize CDBG application materials and return with contract/resolution details and project scopes for implementation.
