Clearlake council members voted to award the Sulfur Fire disaster roadway improvement contract on Sept. 16 after staff reported successful bids and CDBG funding availability.
City staff said the city secured $13.7 million in CDBG disaster‑recovery allocation and that bids for approximately eight miles of street repairs (including Lakeshore Drive and San Joaquin) were significantly lower than anticipated. The low bid reported to council was $6,494,914. Staff told the council that Housing and Community Development (HCD) had given conditional approval for the contract but some final paperwork remained; staff expected HCD approvals on the following Monday and planned to proceed immediately once paperwork cleared.
Council moved to approve the construction contract with the low bidder and authorize the administrator to sign. Council and staff discussed scheduling and a forthcoming pre‑construction meeting; staff said they would press the contractor to begin as much work as weather allows this fall.
In a related action, council approved an inspection‑services contract amendment with Green Valley to allow additional reimbursable services by CDBG for about $59,600 and standard contingency language for unforeseen amendments.
