Haley Lang, Siskiyou County Local Agency Formation Commission (LAFCO) executive officer, presented a draft policy handbook that staff say condenses legal requirements and processing guidelines into a more readable format and recommended bringing it back as a public hearing item in February for possible adoption. "It's really streamlined and concise," Lang said of the draft, which she described as aligned with other North State LAFCOs.
The handbook is intended to put common procedures — including application checklists for annexations and other boundary changes — into one place so staff, commissioners and the public can more easily find requirements and timelines. Lang told commissioners she did not present the handbook as a public hearing item at this meeting so the commission could have an informal discussion and suggest edits before formal consideration. The commission set a public hearing for Feb. 11 at 9 a.m. to take public testimony and consider adoption.
During public comment, Angelina Cook urged LAFCO to reactivate remote participation options (call‑in/listen/comment) to improve access for distant communities such as McLeod and to foster trust and participation. Lang and other commissioners acknowledged the value of remote access and noted current technology constraints in the meeting room; staff later said they will look into restoring equipment or alternatives.
Separately, the commission elected Nancy Ogren to continue as chair by voice vote during the meeting and approved the Oct. 8 minutes. The policy handbook will return to the commission as a noticed public hearing for further consideration and possible adoption in February.
