Staff explained the surrounding parcels were rezoned to R1-8 in 2022 and that the requested change aligns the subject parcels with the general plan’s medium-density designation and the Westfields overlay. Staff noted the original R1-15 classification was retained historically in part because some homeowners sought to preserve animal-keeping rights; staff said landowners may request changes consistent with the general plan and that staff recommended approval.
No public opposition appeared during the hearing. A commissioner moved and the commission voted, by voice, to recommend the City Council approve the map amendment.
What happens next: The commission’s recommendation will be forwarded to the City Council for final action. If adopted, the parcels will be zoned R1-8 and would then be eligible for any density bonuses or overlay incentives applicable under the Westfields overlay.
