Lock Haven amends emergency rules: visitors must mask or show vaccination; vaccinated employees may opt out

Lock Haven City Council adopted an amendment to its emergency declaration on public health measures, clarifying mask and vaccination rules for city facilities and staff. The resolution, described by staff as an update to the city’s March 18 emergency declaration, requires visitors to City Hall and other city facilities to wear masks unless they provide documentation showing they have been vaccinated.

The resolution also reaffirms that the council may continue to meet by remote video conference under Pennsylvania’s emergency declaration and that authorities, boards and commissions may likewise choose remote meetings. City-owned facilities identified in the resolution — including libraries and museums — were directed to follow the relevant state guidance (State Library of Pennsylvania; Pennsylvania Historic and Museum Commission; Pennsylvania Recreation and Park Commission). The city’s guarded entryway is reopened to the public by appointment, and the Second Avenue Garage is open for yard waste drop-off with mask requirements in place.

Staff clarified that under a city policy described in the resolution, any employee who is fully vaccinated may choose not to wear a mask at work (inside or out), but employees who have not been vaccinated must continue to wear masks while on the clock. Council moved, seconded and adopted Resolution 2021-17 by roll call.
