City attorney: receiver in place at hotel site; Rio Buena Vista case dismissed on appeal

The Needles city attorney updated the council on recent litigation and enforcement activity, telling members a court-appointed receiver has taken possession of a hotel property involved in Needles v. River Valley and crews were on site securing the premises.

"The court appointed a receiver. Receiver has taken possession of the property, and they had a crew out there working when we drove by today," the city attorney reported. He said the city is defending a lawsuit filed by the hotel's owner related to that matter.

Separately, the attorney said the city prevailed at the trial-court level in a case involving Rio Buena Vista and that the plaintiffs later agreed to dismiss the appeal, leaving the city dismissed from that case.

The attorney also said staff continue to work on code-enforcement and receivership matters, public contracting, Public Records Act requests, Brown Act and conflict-of-interest questions, cannabis ordinance enforcement, and labor and employment matters. He told the council he would keep members posted in closed session as appropriate.

The report did not include new court timelines or specific financial figures for legal costs; the attorney said he would continue to provide updates to the council in closed session or as developments allow.
