Needles council raises informal procurement threshold to $100,000 for budgeted materials

The city proposed and the council approved an amendment to the municipal code that raises the informal‑bid threshold for purchases of materials and supplies (budgeted items) from $15,000 to $100,000.

Staff explained that the $15,000 threshold was set decades ago and that some current utility purchases (for example, electrical transformers) can exceed that amount; requiring a formal 30–45 day public bid process for every high‑cost, budgeted materials purchase slows urgent repairs and routine operations. The code change applies only to materials and supplies for which the council has already included funding in the adopted budget; state‑required formal bidding still applies to construction contracts.

Council members asked about budget coverage and whether revenue projections would offset the higher informal purchases; staff said projected revenues should cover the additional expenditures for the remainder of the fiscal year. After public hearing, council moved and approved the ordinance change by roll-call vote.
