Staff described a $2.9 million Board of State and Community Corrections (BSCC) grant that would fund services through community partners and pay one officer’s salary for five years. City staff said California Consulting would provide post-award grant administration and quarterly performance and financial reporting under its contract.
Council members raised concerns about California Consulting’s current $1 million insurance limit and the city’s exposure if large grants are not reimbursed. Council asked staff to negotiate higher insurance coverage (members suggested a $3 million limit) and to expand the contract language to require the consultant to verify reimbursement requests before submission to the awarding agency. Staff and the consultant’s representative acknowledged these requests and agreed to return the amended contract and grant award for final approval after revisions.
Council moved and carried a continuance of the related agenda items to April 4 so staff can amend contract terms and confirm insurance and reporting scopes.
