Parlier council approves property acquisitions, roundabout right-of-way and police department roofing contract

The Parlier City Council unanimously approved three substantive resolutions on May 31 authorizing property acquisitions and a contract award for municipal infrastructure.

Council voted to authorize staff to pursue acquisition of a parcel on 13940 Manning Avenue at appraised value to widen Madison Avenue and support future trail and roadway improvements; the property owner requested demolition of existing houses on the parcel as part of the sale. City Engineer Javier said the appraisal and standard acquisition process would be initiated.

The council also approved a right-of-way acquisition for the Parlier/Newmark roundabout project. Javier said the design had been finalized to minimize impacts to Heritage Park and downtown; only a small portion of a southwest parcel is required and the owner was willing to sell at appraised value.

For the Parlier Police Department roofing project, staff reported three public bids. The low bidder, Pristine Roofing, was disqualified for failing to submit required disabled-veteran documents; the next lowest qualified bidder, Fresno Roofing Company, Inc., was recommended for award. Council members asked about sequencing and structural review; staff said the architect has structural and electrical engineers coordinating with contractors. The council authorized the mayor or acting city manager to execute the agreement on behalf of the city.

After these actions the council convened briefly for a closed session item related to pending litigation (Garza v. City of Parlier).
