Council approves conditional use permit allowing on-site beer and wine sales at RN Shopping Center restaurant

City planner Jeff O'Neill presented a conditional use permit application to allow on‑site sale of beer and wine (Type 41) at La Hacienda, located at 13669 Manning, RN Shopping Center Suite 107. Staff explained the application originated in November and that a processing fee had not been collected; the minor CUP processing fee was stated as $1,900. O'Neill described zoning, that the tract currently permits up to three similar on‑sale licenses and that two are in use, so adding a third would not exceed ABC concentration limits.

The applicant, Emilio Alvarado Jr., attended the hearing and agreed to pay the $1,900 fee immediately so the council could proceed. After no public opposition and staff’s findings, the council closed the public hearing and approved the conditional use permit by motion (motion by Sabrina Rodriguez, second by Diego Garza). The approval allows on-site sale of beer and wine at the restaurant; distilled spirits would require a separate upgrade and review.
