Multiple community advocates and a local pastor told the Parlier City Council during public comment on Nov. 16 that the city's handling of unhoused residents risks litigation if the city removes people without providing alternatives.
Speakers invoked recent case law (Kincade v. Fresno, Martin v. Boise and other precedents) and said legal action and large settlements have followed similar municipal practices elsewhere. They urged the council to pursue collaborative, practical responses: regularized meal and shower services, temporary shelter models, wraparound service partnerships, and examples of successful local projects in Visalia and Fresno that combine nonprofit and municipal roles.
Council members and staff responded that Parlier city government has limited local revenue and that many services are county‑ or nonprofit‑led. Mayor Alma Beltran and City Manager Sonia agreed to agendize homelessness for the next council packet and to ask staff to collect information in advance from Visalia and other cities, prepare a list of potential funding sources, and coordinate with the county and nonprofits. Advocates asked to meet with staff before that meeting and to submit documentation so staff could prepare a staff report.
The exchange included requests for clarity about existing grant funds (the mayor and staff noted a modest grant balance in the city's account and cautioned that capital projects such as shelters require ongoing operational funding). The council did not adopt new policy at the meeting but directed staff to prepare an agenda item and to report back with funding and program options.
