Knott County Fiscal Court approved a resolution on May 7, 2024, authorizing the Knott County Water and Sewer District to construct last‑mile water lines using county road rights‑of‑way, court members said.
The resolution, requested by RD and presented by an unidentified court speaker, allows the water district to place lines across county roads, alleys and other public property and secures needed pump‑station easements and railroad crossings. “We’ve been having an update meeting every two weeks to push this project. It’s overdue,” the speaker said, adding the project has faced hiccups but “it’s moving pretty fast now.”
Court members emphasized the project remains active even though construction start dates were not set at the meeting. A commissioner asked for the specific list of hollows that will receive service; the court recorded that staff will email that list to members after the meeting. The court approved the resolution in a recorded motion moved by Brent Smith and seconded by Waddle; the vote was recorded as affirmative.
The court said it will continue coordinating with RD, the Knott County Water and Sewer District, the project engineer and the district’s legal counsel until construction is ready to begin. No firm construction start date was announced at the meeting.
The resolution permits the water district to use county rights‑of‑way to install infrastructure but does not itself set a construction schedule or a funding appropriation in the public record; those details remain subject to subsequent project milestones and contractor procurement.
