Knott County Fiscal Court voted during a special Zoom session to award three separate road-repair contracts and to rehire a temporary campground attendant.
The court approved awarding the low bid for the Branch Road repair to Miller and Sons for $71,500 after members discussed limited bidder turnout and the urgency of stabilizing the failing road. Calvin Wallace moved to award the contract; Brent Smith seconded, and the motion passed by voice vote.
The court next considered Seals Hollow, described as a roughly 50-foot bank stabilization FEMA project. Michael (reading the bid results) reported Mark Hill Enterprises submitted the low bid of $6,500. Rick Thomas moved to award the contract to Mark Hill; Calvin Wallace seconded and the motion passed by voice vote.
On Dark Hollow — a project involving about 40–60 feet of 48-inch tile and road stabilization — court members discussed funding sources. Speaker 5 noted that Abandoned Mine Lands (AML) funding would have been available had the work been done earlier, but the timing left this project outside AML eligibility and it is FEMA-approved. The court accepted the low bid from Southeast Construction & Welding for $49,500; Kevin Waddell moved, Brent Smith seconded, and the motion passed by voice vote.
The court also approved rehiring campground attendant Kathy Sloan, who had taken a brief leave. The board recorded a rehiring at a stated amount of $16 (the transcript does not specify whether this is an hourly rate). A motion to rehire passed by voice vote.
Minutes from the April 2024 meeting were approved at the start of the session by voice vote.
The court adjourned following the votes.
