Pickens County refers Utilities, Inc. sewer proposal for Foothill Shopping Center to county counsel

The board reviewed an unsolicited submission from Utilities, Inc. asking to run sewer across Steep Tate Road to serve the Foothill Shopping Center and approximately 14 adjacent acres (currently neighborhood commercial). Utilities, Inc. described the plan as a 6-inch line with an initial force main that would transition to gravity flow toward Big Canoe.

Unidentified Speaker (S1) told the board the submission lacked sufficient detail to act and recommended staff compile the submission materials and a history of prior conversations for review by county counsel (Troy Davis). Commissioners agreed the proposal involves service-delivery questions that differ from intergovernmental service agreements and that counsel should advise on legal constraints and capacity concerns before any approval or modification is offered.

Staff will prepare a packet for counsel and return with counsel’s recommendations at a future meeting before any action is taken on the Utilities, Inc. request.
