Feist noted that the owner previously told the council under oath that entertainment would be limited to dinner hours. “Within about one month of opening, he advertised his first event, which was late night,” Feist said, and she described recurring Friday and Saturday-night events that she said routinely exceed municipal noise limits. She said noise wakes her three‑year‑old and three‑month‑old and that police responses have not resolved ongoing disturbances.
The council voted to issue a summons for owner Chris Loranco and his attorney, Robert Ferretti, to appear at the next meeting so the owner may respond. Council members asked staff to confirm the town’s ordinance time (Feist cited a discrepancy between a 10:00 p.m. and a 10:30 p.m. curfew in different sources) and said the council would consider enforcement options after the owner’s appearance.
Next steps: the council will summon the owner and his attorney to appear and will seek definitive clarification of the municipal noise ordinance time; no enforcement action was taken at the April 2 meeting.
