Oakley council approves routine consent items, enters state set‑off program and museum penny policy

The Oakley City Council approved routine consent and administrative items on Dec. 1, including approval of the prior meeting minutes and three finance items: the accounts‑payable register dated Nov. 26, 2025 ($97,122), and the time‑entry payroll report for 11/09/2025–11/22/2025 (payroll dated 11/28/2025) in the amount of $65,373.72. Each consent item was moved, seconded and approved unanimously.

Council also approved entering the Kansas set‑off program, which allows the state to collect delinquent municipal receivables from state refunds or lottery winnings; staff reported the state’s set‑off program charges a recovery fee but returns a portion of bad debt. Leigh Ann noted the city currently uses a private collector (CBK) that leverages the set‑off program; council approved entering the state program to improve collections for outstanding accounts.

Separately, council approved a 'penny discontinuation' policy for the Oakley Museum that rounds retail prices to include sales tax once the museum’s point‑of‑sale program is adjusted. The policy was approved to take effect as soon as the store’s computer program is updated so it can report sales and tax breakdowns; motion recorded as moved by Lisa and seconded by Russ, and passed unanimously.

All actions on the consent agenda and administrative items were approved without recorded dissent.
