The Parkway Park board voted to recommend acceptance of a developers fee in lieu of parkland dedication for a large residential proposal on Lake Buttemore Drive, forwarding the recommendation to the Planning Commission and Common Council.
Ray and planning staff presented the Lake Buttemore Drive development — described as a multi-phase project totaling about 522 residential units — and said the proposed development would normally require a dedication of about 10.78 acres of parkland or payment of a fee in lieu based on the citys current schedule. Staff said the fee calculation under the current schedule equates to slightly more than $86,000 for the proposal as presented.
Mark Wines, identified in the meeting transcript as the citys planning services manager, told the board the site includes wetlands and is sited at the southern tip of the larger area planned for a community park, making it a less suitable location for a city community park. He told the board private recreational amenities would be provided on-site, including a clubhouse, pool, trail connections and internal green space.
"We think that resource could be better spent finding a more suitable location for your community park that could really serve a lot more residents than being on the very south side of that service area," Wines said.
Staff said the total property is almost 70 acres and that the portion planned for development is a little under 20 acres. Phase 1 is anticipated to start in spring; subsequent phases are market-driven and will require additional council approvals.
An unidentified board member moved to recommend acceptance of the fee in lieu; the motion was seconded and the board recorded aye votes from Franz, Davis, Metz, Millett and Hudak. The motion carried 5-0. Staff said the recommendation will be transmitted to the Planning Commission and Common Council as part of the citys planning process.
What to watch: The Planning Commission and Common Council will review the recommendation and the subdivision/platting applications for the project; staff indicated future phases will return to council for approval and that the timing of those phases is market dependent.
